In the wake of a tragic incident, the Police
Foundation supported a Rand Corporation
study of the to department's firearms training
and discharge review process.
The independent review examined the
NYPD's firearms training program, recommended
improvements in the curriculum, the
technology, the frequency and duration of training sessions, and the tactics
and procedures on which the training is based and discharge policies.
The latest advances in simulation tools were reviewed in order to identify
systems which may improve officer responses in highly stressful situations
and reduce the incidence of reflexive shooting.
A separate project sponsored by the foundation, assessed and analyzed
the NYPD's "Stop and Frisk" data.
"We will not hesitate to subject our policies and procedures to
the scrutiny of outside expertise when it is in the best interest
of the police department and the public to do so. That time is
now and the Police Foundation is making it possible."
- Police Commissioner Raymond W.Kelly
